How do I use Sony handycam DCR-DVD 775E as a webcam?
Read the manual. If it can be used as a webcam, most likely it came with a USB cable.

How can I get DVD quality videos when capturing from Sony DCR-HC21E through a USB cable?
I use many softwares to capture videos like (Win. movie maker, Ulead video studio 11) but they give the same result which is pixelated video…it’s not like the quality when I watch it through the camcorder…and it doesn’t matter what the settings of the exported video…it’s the same?

USB will not work because the transfer rate is not high enough. Firewire will allow you to transfer the video faster so you need to get one. If you don’t have a firewire port they are easy to add to your laptop PCMIA or desktop PCI port. Cost less than $40.
Another issue is the processing speed of your computer. If your CPU can not keep up with the real time input of video frames will be dropped and your video will not be very good. While importing your video monitor your CPU with windows task manager (ctrl alt del)
For the best quality send the tapes to a professional service to be transferred to digital. StashSpace.Com does an excellent job and offers online editing as well as an option to get the files back on a portable hard drive. It costs $7 per hour tape.
